Chelmsford Council reviews homelessness strategy as housing pressures remain a concern

Chelmsford City Council is reviewing its approach to homelessness and rough sleeping, with proposed changes to its five-year strategy considered by senior councillors this week.

The council's Cabinet met on Tuesday, October 13, to consider a review and revision of its Homelessness and Rough Sleeper Strategy 2025–2030.

The strategy sets out how the authority intends to prevent homelessness, support people sleeping rough and work with housing providers and other organisations to help vulnerable residents.

The review comes as councils across the country face continuing challenges in providing affordable housing and suitable accommodation for people at risk of homelessness.

What is Chelmsford's homelessness strategy?

Chelmsford's Homelessness and Rough Sleeper Strategy covers the period from 2025 to 2030.

It examines the causes and extent of homelessness across the district, the council's existing prevention work and the challenges expected over the coming years.

The strategy also contains an action plan setting out how the council intends to work with partner organisations to reduce homelessness.

Its priorities include preventing people from losing their homes, providing appropriate support to vulnerable households and improving access to suitable accommodation.

The council says the strategy and its action plan will be monitored and reviewed throughout the five-year period.

Support for vulnerable households

The existing strategy identifies several areas where further work is needed.

These include developing additional support for vulnerable households living in temporary accommodation and continuing partnership work with organisations providing specialist assistance.

The council also aims to review its arrangements for helping former offenders find accommodation and strengthen links with probation services.

Other priorities include improving access to mental health support and examining how existing housing schemes can be developed to help people facing difficult circumstances.

The strategy also considers the role of privately rented accommodation in helping households who have been accepted as homeless.

Affordable housing and supported accommodation also discussed

Homelessness was not the only housing-related issue on the agenda at the October 13 Cabinet meeting.

Councillors were also scheduled to consider financial support for an affordable housing development at Rectory Lane East Car Park.

A separate item concerned the potential acquisition of property for supported accommodation.

Both matters were listed for discussion in the confidential part of the meeting because they involved commercially sensitive information.

The council stated that releasing the details publicly at this stage could be detrimental to negotiations.

No conclusions about the outcome of those discussions can be drawn from the published agenda alone.

What help is available for homeless residents in Chelmsford?

Chelmsford City Council provides housing advice and assistance to residents who are homeless or at risk of losing their accommodation.

People who are homeless, or threatened with homelessness within the next eight weeks, can contact the council's Housing Solutions team for an assessment.

Depending on their circumstances, residents may receive a personal housing plan designed to help them remain in their current accommodation or find somewhere else to live.

The council says it normally contacts people submitting a homelessness self-referral within two working days, with urgent cases prioritised.

However, a duty to provide homelessness assistance does not necessarily mean the council must provide accommodation in every case.
